Over the next few years, his crimes escalated to include peeping through windows, breaking into homes, and auto theft. On May 16, 1974, he was arrested for stealing a car and spent 10 days in jail.

In 1977, he burglarized several homes in Park City, Kansas. He would later confess that during this time period he also committed his first murder, strangling and killing Marine Corporal Paula Novotny (age 24) in her home on December 8, 1977. Rader later stated that he killed Novotny because she “represented everything that was wholesome” and that killing her was like “killing Barbie.”

In February 1978, Rader moved to Park City, where he took a job as a Compliance Officer for the city’s water department. He continued to commit crimes, and on June 1, 1979, he was arrested for the attempted rape of a 22-year-old woman. He pled guilty and was sentenced to serve five years in the Sedgwick County Jail. He was released on parole after serving 17 months of his sentence.

In September 1985, Rader began working as an animal control officer and dogcatcher for the city of Park City. He held this job until 1988, when he was fired after it was discovered that he had been stealing credit cards and using them to make purchases.

In 1991, Rader moved to Wichita, where he took a job as a supervisor for a security company. He continued to commit crimes, and on April 4, 1991, he was arrested for the attempted rape of a 54-year-old woman. He pled guilty and was sentenced to serve six years in prison. He was released on parole after serving five years of his sentence.
